Mr. Keshab Prasad Dhakal has over 30 years of experience in the areas of financial and procurement management. His professional profile is inclusive of vast experiences in government organizations including the National Tuberculosis Centre, the Postal Services Department, Diplomatic Mission of Nepal in New Delhi, the Regional Treasury Directorate, the Ministry of Foreign Affairs (MoFA), and the Integrated Community Health Services Development Project etc. During his long term government service, his responsibilities were Financial and Procurement Management included conducting the internal audit and financial assessment of various programmes and projects of GON as well as NGO/INGO projects.
As a Financial Administration Chief of his eighteen years tenure in different offices Mr. Dhakal was responsible of central accounting system of government's treasury, the disbursement of authorized budget including donor’s fund, carried out internal control on expenditures through internal audit and produce report. As an internal auditor, he designed the methodology to conduct the internal audit work, the result was smooth and well financial management and internal control system in the government offices. Beside that he has assisted and involved in the process of procurement activities, performed by procurement unit to procure goods, services, machinery equipment, civil work etc as per the need of the organization. And he is also used to advice to procurement unit/project chief/evaluation committee, as being a member of Evaluation Committee from June 2007 to Nov 2013, he is involved in the evaluation of all the procurement procedure and made recommendation of tender award. In the field of procurement management Mr. Dhakal ensured full compliance of procurement activities with the Government of Nepal (GON) on procurement related rules, regulations, policies and strategies, including conformation of quality assurance policies.
He is currently employed with HERD International as Procurement Implementation Advisor and is seconded to the Ministry of Health as part of the National Health Sector Support Programme (NHSSP).

Procurement Consultant- Logistic Management Division (LMD), Department of Health Services (DoHS) December 01, 2016 - March 31, 2017: Mr. Dhakal worked as a Procurement Consultant as part of the Nepal Health Sector Support Programme. His responsibilities include preparation of Bid Documents of NCB, ICB and Contract Agreements, Updating the consolidated annual Procurement Plan, Conducted bid evaluation work, Produced bid evaluation report, Mentor LMD staffs to follow procurement procedures by fulfilling the prevalent rules and regulation, Conducted the bidder’s meeting, Ensured full compliances of procurement activities of GON as well as donor on procurement related rules and regulations, including conformation of quality assurance policies, overseeing the bidding process, and managing procurement processes as scheduled in the procurement plan.
Procurement Consultant- National Tuberculosis Centre (March 11, 2016 - November 30, 2016): During his eight and half month tenure in NTC as a procurement consultant Mr. Dhakal worked as part of the National Tuberculosis Program. His responsibilities mainly include preparation of Bid Documents of NCB and ICB, Terms of Reference (TOR), Request for Proposal (RFP) and Expression of Interest (EOI), Preparation of annual Procurement Plan and master procurement plan, Preparation of cost estimate, Conducted bid evaluation process, produced bid evaluation report, Preparation of Contract Agreements, assisted to NTC personnel to follow procurement procedures by fulfilling the prevalent rules and regulation of GON and Global Fund's procurement rules, Conducted the bidder’s meeting of NCB and ICB, Ensured full compliances of procurement activities of Government of Nepal (GON) as well as donor on procurement related rules, regulations, policies and strategies, including conformation of quality assurance policies etc, overseeing the bidding process, and managing procurement processes as scheduled in the procurement plan.
Finance Expert- Social Welfare Council: (in 2014 and 2015): Mr. Dhakal was contracted by the Social Welfare Council to conduct mid-term and final evaluation of three different I/NGO projects. Under this position, he was responsible for assessing the cost-effectiveness of projects, oversee compliance with project agreements and tax laws, assess proper utilization of fixed assets, and assess the financial reporting system.
Chief Financial Officer- National Tuberculosis Centre (NTC): He served as a Finance Chief in the position of Under Secretary (Accounts) at the NTC where he was responsible for overall financial and procurement management system. He gained invaluable experience in health program budgeting while contributing in the preparation of annual budget of the National Tuberculosis Program (NTP), and allocating budget to the district health offices. During his tenure in National Tuberculosis Centre (NTC), he had completed a challenging job assignment in very short time of preparation & submission of five years audited project account of Global Fund funded project of National Tuberculosis Centre which was almost impossible to complete the task and could not be done since five years, the result was Global Fund stopped its fund to the National Tuberculosis Centre. He also worked as a finance coordinator for Global Fund and also assisted to Global Fund TB application NSA phase II.
